The Journal of Computational Technologies is a peer-reviewed scientific
periodical (registration identification Nr.013787 issued by State Press
Committee of Russian Federation) which is publishing scientific research
papers, reviews and book reviews. The Journal is distributed in printed (by
Rospechat agency, subscription index 45937, ISSN 1560-7534) and electronic (by
Electronic Scientific Library, http://elibrary.ru/contents.asp?titleid=8610,
ISSN 2313-691X) forms. The main topics of the Journals are the
«physic-mathematical sciences» and «engineering sciences» areas, while
research papers and other scientific contributions into informatics and
computational technologies, mathematical modeling and their applications are
also published.
Editorial Board of the Journal of Computational Technologies is following the
recommendations and standards of the COPE's Best Practice Guidelines for
Journal Editors (COPE’s Best Practice Guidelines for Journal Editors) and the
other well-recognized Russian and international journals and publishing
offices.
Editorial policy of the Journal pursues the goal of publishing of high
quality scientific contributions: original research papers, reviews, book
reviews with high impact to the scientific community. To reach this goal, the
scientific contributions received by the editorial boards are strictly peer
reviewed and a possibility of publication is evaluated according to the
results of this reviewing. This policy applied also to the contributions
prepared by or co-authored by the members of the Editorial Board and Founding
Organization.
The contributions accepted for publishing are processed by the complete set
of the pre-printing edition procedures, including the communication with
correcting and scientific editors, in order to fully conform the high
standards of outstanding scientific publishing and ensure the pleasant and
fruitful reading of the journal contributions.
Responsibilities of the editorial office
Editorial office is engaged to organize the evaluation of the manuscript, to
ensure the necessary confidentiality in treating the contributions submitted
to the Journal, diagnose the interest conflicts and work out the emerging
ethical controversies.
Upon receiving the contributions (manuscripts) editorial office controls the
compliance of the regulations of manuscript preparation by the authors, namely
the availability of the abstract, keywords, bibliography.
Editorial board is evaluating the manuscript whether it corresponds to the
scope of the Journal and appointing the referees having a qualification
sufficient to evaluate the quality of submitted contributions. The editorial
board depending on analysis of the manuscript determines the number of
referees. If necessary, for example in the case of obvious interdisciplinary
character of the manuscript, editorial board appoints the specialists from the
related scientific areas for the evaluation of the manuscript. When appointing
the referees, editorial board ensures the absence of the interests conflict
and responsible reviewing.
Editorial office organizes the reviewing of a received manuscript according
to the principles of unilateral blind refereeing. The referees are free to
express their justified critical comments regarding the level and the clarity
of submitted contribution, its matching to the scope of the Journal, and the
novelty and authenticity of the results. The recommendation of the referees
are the basis of final decision of the publication of the contribution.
Editorial board is making the decision of the publication according to the
policy of the Journal in compliance with the actual regulations and laws of
copyright. A manuscript is evaluated exclusively by its scientific impact
irrespective to the race, ethnic heritage, nationality, gender, sexual
identity, religious and political views of the authors.
The editor and all members of the editorial board and editorial office may
not disclose the information about the submitted contributions to none except
the corresponding authors, referees, other editorial advisors and, if
necessary, the publisher.
The editor and all members of the editorial board and editorial office may
not use the unpublished content from the submitted manuscript for their own
research without the letter of consent of the authors.
In the case of the ethical complaints regarding a submitted manuscript or
published paper, the editorial office takes reasonable retaliatory actions.
Every signal of unethical behavior is considered even if it has been received
several years after the publication. The complaints are justified; the
publication of the corrections, refutation and apologies is following.
Responsibilities of the referees.
The main task of the referees is an unbiased and efficient evaluation of the
concordance of the submitted contributions to the scope of the Journal, the
scientific novelty and importance of the results presented in the manuscript,
the quality of the preparation of the content of contribution. It includes
also the definition of the recommendation for the publication of the article,
its revision or rejection in compliance with necessary level of
confidentiality and in accordance with the common standards of objectivity. A
referee must ensure the nondisclosure of information and prompt announcement
of any interests conflict.
One of the important sub-tasks of the referee is a definition of the comments
and suggestions to the authors to improve the contributions and manuscripts
which being published in the Journal can be of an interest for scientific
community and have a strong impact on the development in the areas of science
related to the Journal scope.
A referee provides an important impact on the functioning of the Journal.
His/her scientific assessment gives a basis for the editorial decisions by the
editor and helps the authors to improve the contribution by a communication
with the editor.
Considering the high rate of modern scientific life the publication of
important scientific results must be performed in the shortest terms possible.
Taking this into account, the referee believing that he/she has no sufficient
expertise or time for time efficient evaluation of the submitted contribution
must announce so to the editor and decline the reviewing offer.
All manuscripts submitted for the evaluation must be considered as a
confidential document. It is prohibited to demonstrate the submission to
another referee or discuss it with other experts without a permission from the
editor-in-chief obtained in advance.
The evaluation of a scientific work must be unbiased. The personal criticism
of authors is inappropriate. The referees must express their views clearly and
substantively.
The referees must reveal respective published articles in the contribution
under evaluation, which have not been properly mentioned or cited by authors.
The referee must also bring into the attention of the editor any substantial
or partial similarity of the contribution under evaluation with any other work
directly known to him/her.
Unpublished content from the submitted manuscript must not be used in the own
research of the referee without the letter of consent of the authors.
Restricted information or ideas collected in the course of the refereeing must
remain confidential and cannot be used for the own profit of the referee.
Responsibilities of the authors.
When submitting a contribution into the Journal the authors must strictly
follow the working procedures common for the editorial office by obeying the
report standards, presenting the original work, avoiding copying their own
previous works. The author should offer to the future readers novel results
and conclusions with high impact to scientific community, guarantee the
authorship of presented results, relevant citing of previous researches and
any studies utilized during the preparation of the manuscript. The authors
must also disclose the information about the possible interests conflict and
regarding the financial sources, as well as announce any detected significant
errors in the contribution and undertake all measures to correct them.
The authors are expected to present authentic results of the accomplished
work and unbiased discussion of the importance of performed study. The data
forming the basis of the study must be clearly presented in the written form
and supported by necessary tables and figures. The paper should contain all
necessary information for the verification and reproduction of the experiments
by an any independent researchers. Fraud or clearly unjustified claims are
considered as unethical behavior and are unacceptable.
The authors may be asked to provide the unprocessed raw data for the
editorial review. The authors should be ready to provide an access to these
data and in any case should keep the original results during a reasonable
period after their publication.
The authors should submit original work only. The references on the
corresponding contributions or letter of consent of the authors are required
when using the textual, tabular or graphic information from the work of any
other authors.
The authors must confirm that the work is published for the first time. If
some components of the manuscript were published previously in another paper
the authors must cite the earlier work and point out the principal differences
between the previous and the new contributions. Word-by-word copying of
authors own previous work or their rephrasing are unacceptable. However, they
can be utilized as the basis for the novel conclusions.
Submission of the same work into more than one journal is considered as an
unethical behavior and unacceptable.
The authors must acknowledge the contribution from the other persons who had
influenced the presented work. The bibliographic citing of the works utilized
in the preparation is obligatory. The information received during the private
conversion, written communication or in the discussion with third parties
cannot be utilized without a letter of consent obtained from its source.
The authorship should be limited only to those who contributed significantly
into the concept, development, performing and analysis of submitted work. All
those who contributed significantly must be listed as co-authors. Those who
participated in some significant parts of the research project should be
listed as project participators.
Corresponding author must guarantee that the names of all co-authors and
project participators are included into the relevant lists and that all
co-authors have acquainted the final version of the work and approved it as
well as gave their permission to this publication.
All authors must reveal in their work the information about any financial and
other significant interests conflict, which may influence the results of the
study or their discussion. All sources of the financial support must be
disclosed.
If an author has detected significant error or inaccuracy in his/her own
published work, he must immediately announce it to the editor or publisher and
assist them in removing or correcting the error. If the editor or publisher
are informed by third party about the significant errors in the published work
they will inform the author and the author must immediately correct or remove
that errors or provide the evidences.
