Classification and risk assessment models for ensuring territorial safety

The objective of the study is to develop an approach to ensuring territorial security based on the risk assessment methodology. A classification of risks is proposed from the point of view of ensuring territorial security based on the concept of a socio-natural-technogenic system. A municipality is considered as an object of study. At the regional level, the risks of the SNT system include the probabilities of an increase in morbidity rates, a reduction in life expectancy and death of the population from the impact of environmental factors and professional activities, the frequency of realized and potential hazardous events associated with the functioning of technosphere objects and the probability of negative natural and anthropogenic impacts on ecosystem components. For the proposed classification of basic risks, based on the analysis of regulatory documents and original developments, calculated ratios were obtained. The calculations were carried out on the basis of data from regional and federal state monitoring systems. The realized risks of man-made emergencies reach the highest values in the cities of the Siberian Federal District — up to 35 mln rub./year. Approaches to territorial security management based on an approach to assessing the risks of SNT systems at the regional level are considered.
