Two new criteria in optimal design problem for hydro turbine flow passages are proposed. First criterion is the efficiency criterion of hydro turbine and this criterion is based on the combined method for determination of energy loss in the entire flow passage. Combined method includes calculation of 3D turbulent flow in the wicket gate and runner along with an engineering semi empirical technique in other hydro turbine elements. Second criterion is a criterion for minimization of the dynamical loads produced by precession of the vortex core downstream of the runner. This criterion is met by the establishment of a monotonic increase of the meridional velocity component towards the axis downstream the blades.Problem of the runner design for Francis turbine was solved in his new formulation.The constructed runner shape ensures high efficiency at the most efficient operating point as well as the diminished pressure pulsations at the full load regime.
